Fowey   8^th. Sept 1862

I hereby Certify that Mr. J. D. Switzer, Master R. N. has served as Chief Officer of the Coast Guard Station at Portloe, under my Inspection, from the 15^th. May 1862 to the date hereof, during the whole of which time, I have found him a steady, sober, remarkably zealous & most vigilant in the performance of his duties & his Station & those under him, orderly & efficient.
