Any idea where RU CON is?

George James Rigden became a Chief Officer in 1910 amd later retired in 1914 only to be called back into service in 1917.

He was sent to President 4 initially ( I assume in London) but was later appointed as Chief Officer at 'Ru Con'

We know it is somewhere in the UK but where?

Any ideas
