Coastguard Flag Post

The attached photo is from the west side of the later Crookhaven Coastguard station.

It, seems to me, to have possibly been the base of a flag post. I would appreciate any one's opinions on it and if a flag post when were they used?

This is only a guess on my part, but it has long been a tradition in the Royal Navy that the Union Flag is hosted on the jack staff, the forward flag pole at the bow, at sunrise and is lowered at sunset, both with due ceremony. This only applied to ships in harbour or shore bases. Since the Coastguard were part of the Admiralty and most of the officers and men were recruited from former naval personnel, I would assume the CG Service maintained this tradition.
